When and Where were the announcements made?

Amit Shah, the Union Home Minister, gave a speech at the Foundation stone laying ceremony for the construction of a new building of the Registrar General of India, at New Delhi on the 22nd of September 2019.

Details of the speech

The minister suggested the possibility of one multipupose card in the future, which will hold the data of all cards (Voters card, aadhar card, passport, pan card, etc) in a single card. He states that this change is a possibility in the future, provided the digitalisation process for the census of 2021 goes smoothly, and is successful. He quotes,

“why is it so difficult to link and update birth and death registration with census data? ”

He revealed the launch of a mobile application for the Census 2021 which is being completely digitalised. He states that around Rs 12,000 crores will be spent on the making of the National population registrar.

This will help keep a proper record of the deaths and births in our country, along with all the reports obtained in a census. It will help in tracking criminal activities and facilitate implementation of new government schemes.

An NPR citizen has been defined as an individual that has been living in that locality for the past six months or more or a person who intends to do so. The family tree and biometric recording will take place next year in 2020.
