Highlights 

  • General Bipin Rawat has been appointed as the country’s first Chief of Defense Staff. The post will be four-star general and principal advisor to the defence minister.

General Bipin Rawat– First chief of defence staff

General Bipin Rawat has been named as the nation’s first Chief of Defense Staff. The post of CDS will be four-star general, principal advisor to the defence minister, head of Department of military affairs to ensure the synchronization in training, logistics and procurement of Army, Navy and Air Force.

The Ministry of Defense had recently amended three organizations-army, navy and Air Force by introducing a new clause that allows the CDS to serve up to the age of 65 years. As per the existing rules and regulations, the Chief of Army Staff has a tenure of three years or up to the age of 62 years.

Details 

As per sources, CDS will administer all three organizations comprising of Army, Navy and Air Force. The command will be the Chief of Service which will have an integral role in the functioning. The tripartite-service agency will also work under him.

The headquarters of the Integrated Defense Staff, including representatives from the three services, will come under the post of CDS. The Chief of the Integrated Defense Staff (CISC) will work under CDS as deputy CDS. The CDS will also lead all the military institutions like National Defense Academy in Pune, College of Defense Management in Secunderabad and National Defense College in Delhi. He will also serve as the Chairman of the Chiefs of Staff Committee and will be supported by IDS staff as well.

CDS will not have any military command

The CDS will not possess any operational or military command. But will ensure synchronization in joint operations. He will not be eligible for holding government positions after holding the post of CDS.

The role of DMA

The Union led by Prime Minister Narendra Modi cleared a proposal for the culmination of the new Department of Military Affairs(DMA). The CDS will serve as its secretary and will also possess financial prowess. The three services, IDS, territorial Army, procurement exclusive to three services will come under DMA. The DMA will ensure coordination in recruitment, training and procurement of the services. It will also facilitate the restructuring of military commands for utilization of resources, including the joint commands.

Role of COSC

Permanent Chairman COSC will be the member of the Defense Acquisition Council headed by Defense Minister and Defense planning committee headed by National Security Advisor. Also, he will be the military adviser of the Nuclear Command Authority, which looks after Indias’ nuclear arsenal. In fact, he will bring forth the coordination in operations, logistics, transport and training. Also, communications, operations and maintenance of three services.

Gen. Rawat will assign priority to capital acquisition on the budget. He will also bring changes to combat the abilities of the forces.  He will also assess plans for the contingencies that are not in the nation’s control where India’s national interests get jeopardized.
